Sealed proposals for the construction of the above project will be received by the Onondaga County Purchasing Director, at the Onondaga County Civic Center, 421 Montgomery Street, 13th Floor, Syracuse, New York 13202 until 2:00 PM local time, Thursday, October 23, 2025, and thereat said time, publicly opened and read aloud.


This Onondaga County Department of Transportation (OCDOT) project, in the Town of Clay, involves improvements to Old Route 57 (CR 91) between Pine Hollow Dr to Calder Court (0.8 Miles) and Soule Rd from Old Route 57 (CR 91) to 375-ft north of Fairway East (0.8 Miles). The work involves milling and resurfacing, isolated areas of full depth reconstruction, and traffic signal replacements. Sidewalk, curb, and drainage improvements are also included in the work.


All work shall be completed by October 30, 2026.


A hardcopy of the contract documents may be examined at no expense at the OCDOT offices located at: 6230 East Molloy Road, East Syracuse, New York 13057, by appointment only; contact James Fensken by telephone at 315.435.3205, or by email at: jamesfensken@ongov.net. Contract documents may be obtained electronically by providing a valid email address to James Fensken jamesfensken@ongov.net. All prospective bidders are required to register with James Fensken to ensure receipt of any addenda. Any Addenda will be emailed to those on the Plan Holders List. An emailed response from the bidder to the Addendum sent by OCDOT will act as proof that the bidder received the Addendum.


Contractors that obtain contract documents from a source other than the issuing office must notify James Fensken in order to be placed on the official Plan Holder List in order to receive Addenda and any other Bid correspondence. Failure of any bidder to receive any such Addendum or interpretation shall not relive such bidder from any obligation under this bid submittal. All Addenda so issued shall become part of the contract documents.


This Federal Aid Project uses New York State Department of Transportation (NYSDOT) Standard Specifications, officially finalized and adopted on September 1, 2025. Questions regarding the contract documents should be directed to OCDOT either by emailing James Fensken at: jamesfensken@ongov.net or by telephone at (315) 435-3205. Bidders shall promptly notify OCDOT of any errors, omissions, conflicts or ambiguity within the contract documents within 10 days of bid opening.


The bid proposal must be submitted in a separate sealed envelope with the name and number of the contract and bid reference number plainly endorsed on the outside of the envelope. The proposal must be accompanied by cash, certified check or bid bond payable to the order of the “County of Onondaga” in an amount not less than five (5%) percent of the GROSS SUM BID FOR THE COMPLETE PROJECT ONLY. Upon award of the contract to the low bidder, a 100% Performance Bond shall be required.


All bids must include all items contained in section “Form of Proposal”, in which are the required federal Non-Collusive Bidding and Disbarment Certifications and Lobbying Certifications. All bids must also include a completed DBE Participation Package as defined in section “Additional Information for Bidders”.


The retention and disposal of the bid deposit, the execution of the Contract and Bond, shall conform to the provisions of the Highway Law, as set forth in Section 102 “Bidding Requirements and Conditions” in the NYSDOT Standard Specifications.


A Disadvantaged Business Enterprise (DBE) utilization goal of 5% applies to this project. There are no MBE/WBE/SDVOB goals for this project.

This is a unit price bid as described in the “Instructions to Bidders”. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof.


All contractors and subcontractors submitting bids or performing construction work on public work projects or private projects covered by Article 8 of the Labor Law are required to register with the New York State Department of Labor under Labor Law Section 220-i. Each must also have an approved CCA-2 form on file with NYSDOT prior to being awarded a contract.


No residential or geographical restrictions will be in effect for this project. Applicable federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent.


The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/.


The right is reserved to waive any informalities in the bid and to reject any or all bids.
