NOTICE TO CONTRACTORS FOR HOPKINS ROAD PARK SPORTS FIELD – PHASE 1

CONTRACT 2 – GENERAL CONSTRUCTION - REBID

ONONDAGA COUNTY BID REFERENCE NO. ONGOV-009-26.


Sealed bids for the construction of the Hopkins Road Park Sports Field – Phase 1, GC Rebid will be received at the office of the Onondaga County Purchasing Director, 13th floor, John H. Mulroy Civic Center, 421 Montgomery Street, Syracuse, New York, until 2:00 PM Local Time, on February 24, 2026, and there at said office, at said time, publicly opened and read aloud. Bids must be on a lump sum basis.


The project will consist of New electrical and IT building and all associated work and other Work indicated in the Contract Documents.


Contract Documents may be examined at no expense at the Onondaga County John H. Mulroy Civic Center, 421 Montgomery St, Syracuse, NY 13202 on the 13th floor, Div. of Purchase and the Basement, Suite 40 Dept. of Facilities Management; Syracuse Builders Exchange 6563 Ridings Rd, Syracuse, NY 13206; Empire State Bid Net Direct, https://www.bidnetdirect.com/new-york , and Syracuse Blue Print Company, https://syracuseblueprintplan- room.com.


New Requirement: Public Work Contractor and Subcontractor Registry. All contractors and subcontractors submitting bids or performing construction work on public work projects or private projects covered by Article 8 of the Labor Law are required to register with the New York State Department of Labor (NYSDOL) under Labor Law Section 220-i. Bidders are required to submit with their bid the Certificate of Registration. Failure to submit the Certificate of Registration may render the bidder non-responsive and the bid could be disqualified. Bidders are informed that this project is being progressed by the Onondaga County Dept. of Facilities Manage ment. This project will be subject to NYS prevailing wage. Contractor to provide the following: MWBE Utilization Plan, Equal Employment Opportunity (EEO) Policy Statement, Workforce Employment Utilization Report, and Minority and Women Business Enterprise Utilization Goals: MBE Utilization Goal of 18% and WBE Utilization Goal of 12%.


Each bid must be accompanied by a Bid Security Deposit in the amount of five percent (5%) of the total amount of the bid. Bid security must be in the form of a bid bond or certified/ bank check, made payable to The County of Onondaga. Bids with inadequate bid security will be declared informal.


The Owner reserves the right to waive any bid informalities or to reject any or all bids.
