Rochester, NY - On August 1, around 8:30pm, an Officer working a traffic post outside of the Puerto Rican Festival observed 37- year old Kevin Giordano park his motorcycle illegally in front of 290 E. Rochester, NY - Throughout yesterday evening, RPD monitored crowds in the area of Chili and Thurston that were part of an unpermitted music video production. As the night went on, the crowd which totaled in the hundreds, became more and more tumultuous and several fights began to break out.
