Cold Case Murder Arrest – 2nd Suspect Identified


Rochester, NY - In November of 2024, the Major Crimes Homicide Unit announced the arrest of Arthur Jason and an unnamed individual residing in Hamilton, Ontario Canada, for the murder of Victoria Jobson in 1992. Since the arrest over two years ago, members of the RPD’s Homicide Unit have been working in collaboration with the Monroe County District Attorney’s Office to have the previously unnamed indicted suspect returned to the United States, to face the charges for killing Victoria Jobson on Rutter St. on December 7, 1992.


Earlier this morning, with the assistance of the Monroe County Sheriff’s Felony Warrant Task Force and the United States Marshals’ Violent Felony Fugitive Task Force, 58-year-old Roy Green was transported from Canada to Rochester, NY. This afternoon the indictment was unsealed in Monroe County Court officially charging Green with Murder in the 2nd Degree.


Roy Green is a Canadian citizen. Shortly after the murder of Victoria Jobson he fled to an Indian Reservation in Canada. Over the years, homicide investigators worked with the Ontario Canada Intelligence Unit in an attempt to track Green. After the renewed efforts on the case, and the Grand Jury indictment, Green was arrested in Canada by the Department of Homeland Security, the Department of Justice and the United States Marshalls.


The Rochester Police Department’s Homicide Unit is extremely grateful to the United States Marshals Canadian Office of International Operation – Canada and the United States Department of Justice for working through the complicated process of arrest and ultimate extradition of Green. We are also extremely grateful to the Hamilton Police Department’s Homicide Unit in Canada who helped our investigators in the final leg of this investigation.


Both Roy Green and Arthur Jason remain in the Monroe County Jail pending prosecution.




ORIGINAL ARREST RELEASE:



November 6, 2024:


On October 11, 1992, 31-year-old Victoria Jobson was reported missing by her family. On December 7, 1992, a person walking on Rutter St. found Victoria’s body in a vacant lot.


Jobson had been stabbed multiple times and it was clear she had been dead for some time, was murdered at a different location, and her body eventually dumped on Rutter St. Despite exhaustive efforts, the case went cold.


Over the course of the last three decades, investigative efforts were reviewed, new steps were taken, and some previously completed tasks were re-done. As a result of new information uncovered, over the last couple of months evidence was presented to a Monroe County Grand Jury by investigators and the Monroe County District Attorney’s Office.


On 11/4/24, 57-year-old Arthur Jason was arrested in Livingston County on a drug charge. He was ultimately transferred to the Monroe County Jail. This morning in front of County Court Judge Sinclair, an indictment warrant was unsealed charging Jason with Murder in the 2nd Degree for the murder of Victoria Jobson in 1992. He was remanded without bail and is set to appear again on November 12, 2024 at 1:30 pm. Coincidentally, November 12 would have be Victoria Jobsons 63rd Birthday.


Also this morning at about 8:00 am, with the assistance of the United States Marshals and the Hamilton Ontario Police Department in Canada, a 2nd individual was taken into custody on a sealed indictment warrant pertaining to this investigation. The name and charges cannot be revealed, pending an unsealing in Monroe County, NY, Court. At this time, we have no additional information as to when that may occur.
