CONTRACT NO. 2A – GENERAL CONSTRUCTION,

CONTRACT NO. 2B – ELECTRICAL CONSTRUCTION,

CONTRACT NO. 2C – HEATING AND VENTILATION CONSTRUCTION


BALDWINSVILLE-SENECA KNOLLS WASTEWATER TREATMENT PLANT

ASSET RENEWAL PROJECT – PHASE 2

BID REFERENCE NO. ONGOV-136-25


Sealed bids for the construction of the Asset Renewal Project – Phase 2, Baldwinsville-Seneca Knolls Wastewater Treatment Plant Contract No. 2A - General Construction, Contract No. 2B –Electrical Construction, and Contract No. 2C – Heating and Ventilating Construction, will be received by the Director, Onondaga County Division of Purchase, 13th Floor Civic Center, 421 Montgomery Street, Syracuse, New York 13202, until 2:00 p.m. Local Time, on December 2, 2025, and there at said office, at said time, publicly opened and read aloud.


The project generally consists of:

  • Process Drain and Influent Sampler Relocation

  • Primary Sludge Degritter Replacement

  • RAS and WAS Flow Metering Upgrades

  • Replacement of Aeration Purge Blowers

  • Replacement of Belt Filter Presses and Upgrades to Sludge Loadout

  • Replacement of Process Water Pumps

  • Slide Gate Replacements throughout the WWTP

  • SCADA Upgrades throughout WWTP

  • HVAC and Electrical Updates throughout WWTP

  • Miscellaneous Concrete and Structural Repairs throughout WWTP

  • Architectural Update to WWTP Building

  • Site/Civil Improvements through WWTP


A Minority Business Enterprise (MBE) utilization goal of 18% and a Women Business Enterprise (WBE) utilization goal of 12% have been established for the project.

The Issuing Office for the Bidding Documents is: Barton & Loguidice, D.P.C., 443 Electronics Parkway, Liverpool, New York 13088. Bidding Documents may be viewed and ordered online by registering with the Issuing Office at https://revplans.biddyhq.com/. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The Issuing Office charges a non-refundable fee of $100.00 (One Hundred Dollars) to download documents. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available from the Issuing Office.


New Requirement: Public Work Contractor and Subcontractor Registry.

All contractors and subcontractors submitting bids or performing construction work on public work projects or private projects covered by Article 8 of the Labor Law are required to register with the New York State Department of Labor (NYSDOL) under Labor Law Section 220-i. Bidders are required to submit with their bid the Certificate of Registration. Failure to submit the Certificate of Registration may render the bidder non-responsive and the bid could be disqualified. A pre-bid meeting/site visit will be held on November 4, 2025 at 9:30 a.m., at the Baldwinsville-Seneca Knolls Wastewater Treatment Plant, 7737 Barbara Lane, Baldwinsville, New York 13204.


Each bid must be accompanied by cash, certified check, or bid bond in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information For Bidders. In addition, the Contractor shall be required to provide a "Statement of Surety's Intent" with his bid.


Bidder shall be prepared to furnish a Performance and Payment Bond for 100% of the Contract amount.


The Bidders should not include in their bid the Sales and Compensating Use Taxes on the cost of the materials which are to be incorporated into the Project and which are to be separately sold by the Bidder to the municipality prior to incorporation into the Project.


The right is reserved to waive any informalities in the Bid and to reject any or all bids.
