Armed Drug Dealer Pleads Guilty

Rochester, N.Y. – U.S. Attorney Michael DiGiacomo announced today that Gary Fuller, 31, of Rochester, NY, pleaded guilty before U.S. District Judge Frank P. Geraci, Jr. to conspiracy to possess with intent to distribute, and to distribute, five kilograms or more of cocaine, 280 grams or more of crack cocaine, and 400 grams or more of fentanyl, and possession of firearms in furtherance of a drug trafficking crime. The charges carry a minimum penalty of 15 years in prison, a maximum of life, and a $10,000,000 fine.
Between 2021 and January 17, 2024, in Monroe County, Fuller conspired with Timothy Jackson, Jr., Shawnle McClary, Felicia Collins, Shamar Anderson, and others to sell cocaine, fentanyl, and crack cocaine. Fuller packaged narcotics for sale, coordinated drop offs of narcotics and pickups of proceeds from the workers at sale locations on Angle Street, and directed the payment of salaries to workers. Fuller and his co-conspirators possessed firearms at their residences and/or drug sale locations on Angle Street to protect themselves, their narcotics and the proceeds of narcotics sales. On January 17, 2024, investigators executed search warrants at numerous locations utilized by Fuller and his co- conspirators to store, process, package, and sell cocaine and fentanyl. During the searches they seized:
• 12 firearms
• approximately$31,800 cash
• 210 grams of fentanyl
• 919 grams of cocaine
• 109 grams of crack cocaine
• 1300 capsules of crack cocaine
• 933 capsules of fentanyl
• drug paraphernalia
• numerous cell phones
• a Rolex watch
• money counter
• 2017 Chevy Tahoe
This investigation was part of the Homeland Security Task Force (HSTF) initiative established by Executive Order 14159, Protecting the American People Against Invasion. The HSTF is a whole-of-government partnership dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad. Through historic interagency collaboration, the HSTF directs the full might of U.S. law enforcement towards identifying, investigating, and prosecuting the full spectrum of crimes committed by these organizations, which have long fueled violence and instability within our borders. In performing this work, the HSTF places special emphasis on investigating and prosecuting those engaged in child trafficking or other crimes involving children. The HSTF further utilizes all available tools to prosecute and remove the most violent criminal aliens from the United States. HSTF Buffalo comprises agents and officers from Homeland Security Investigations, the FBI, ATF, IRS Criminal Investigations, Department of Homeland Security Emergency Removal Operations, Customs and Border Protection, the DEA, the U.S. Coast Guard Investigative Service, the U.S. Marshals Service, U.S. Postal Inspection Service, the U.S. Secret Service, and the Diplomatic Security Service, with the prosecution being led by the United States Attorney’s Office for the Western District of New York.
The case is being prosecuted by Assistant U.S. Attorney Robert A. Marangola. The plea is the result of an investigation by the Rochester Police Department, under the direction of Chief David Smith, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives, under the direction of Special Agent-in-Charge Bryan DiGirolamo.
Sentencing is scheduled for January 19, 2027, before Judge Geraci.
