St Paul St Shooting Arrest

On June 26, 2025, around 3pm, an Officer detailed to the downtown area heard at least one gunshot in close proximity to him. The Officer quickly located an adult-aged male, at the corner of St. Paul and Division, suffering from a non-life threatening gunshot wound to the upper body. He was transported by AMR ambulance to Strong Hospital for treatment.
During the subsequent investigation, Detectives were able to locate a 9mm Glock handgun in-between two shipping containers on Division St that had been used in the shooting. Additionally, the investigation learned that the victim and the alleged shooter, 18-year old Jaquan Monroe, had met downtown in order to conduct a transaction. It escalated to Monroe allegedly shooting the victim before fleeing.
Earlier this week, on July 14, the Rochester Police Department’s Tactical Unit located Monroe and safely took him into custody.
Jaquan Monroe, age 18, is charged with Assault in the 2nd Degree and two counts of Criminal Possession of a Weapon in the 2nd Degree.
He was arraigned in Rochester City Court, on July 15, and released from custody with non-monetary conditions
