RCSD Reaches Settlement With Teachers Union Over Payroll Crisis

The Rochester City School District has reached a settlement with the Rochester Teachers Association, bringing an end to a months-long legal dispute stemming from widespread payroll problems that affected hundreds of educators and staff members.
The agreement, approved unanimously by the Rochester Board of Education, resolves a lawsuit filed by the teachers union after the district's transition to a new Oracle payroll system resulted in missed paychecks, payroll errors and incorrect tax documents for employees.
According to Rochester Teachers Association President Adam Urbanski, the settlement provides full reimbursement to educators who were underpaid or did not receive paychecks on time. The agreement also includes a 10% interest payment on the money owed and an additional personal day for affected employees.
The payroll issues began after RCSD implemented the Oracle system in July 2025. Problems persisted throughout the school year, affecting at least 1,000 employees and prompting numerous complaints from teachers, paraprofessionals and other staff members. The situation worsened in January when the district acknowledged that many employee W-2 tax forms contained errors, delaying tax filings for some workers.
The Rochester Teachers Association filed suit against the district in October, arguing that employees had gone months without receiving correct pay and that payroll errors continued despite repeated assurances from district officials that the problems would be resolved.
"This agreement finally provides relief for educators who have spent months dealing with uncertainty and financial hardship," Urbanski said in comments reported by local media. He added that confidence in district leadership had been damaged by the payroll failures and that some teachers chose to leave the district because of the ongoing issues.
In a statement, the district said the agreement with the Rochester Teachers Association and the Per Diem Substitute Teachers Unit "brings structure and resolution to payroll concerns raised during the Oracle transition period." District officials said the settlement establishes a clear process for addressing any remaining payroll disputes and reflects a shared commitment to fairness and accountability.
Superintendent Eric Rosser has previously acknowledged the challenges associated with the Oracle rollout and said district staff have been working to correct payroll and tax-related errors. District officials indicated discussions are continuing with other bargaining units that may have been affected by similar issues.
The settlement closes one of the most visible controversies facing the district over the past year. However, questions remain about the total financial cost of the payroll failures and the steps RCSD will take to ensure employees are paid accurately and on time moving forward. No estimate of the settlement's total cost has been released.
