Fairbanks Street Arrests

Rochester, NY - Around 5:45pm, last night, Officers in the Rochester Police Department’s Violence Prevention Section received information that there were multiple males with guns inside of a house on Fairbanks Street. Plainclothes Officers set up surveillance on the house and a short time later three males exited the location and began walking towards Bauman Street. Uniformed Officers attempted to stop the males and they immediately ran. As multiple foot pursuits ensued, one of the males attempted to double back towards the house on Fairbanks Street. Upon encountering the plainclothes Officers, the suspect, 18-year old Understanding Devine, pointed a handgun at the Officers in their vehicle. He then continued running and was safely taken into custody in a nearby yard. A Smith & Wesson 9mm handgun, loaded with 11 rounds, was located near him.


As the investigation progressed, the two other males were taken into custody and the house on Fairbanks Street was surrounded. A search warrant was executed at the location and a Ruger 9mm handgun, loaded with 12 rounds, was located. Additionally, Officers located various calibers of ammunition and firearm magazines. A fourth suspect was taken into custody in relation to the search warrant. All four suspects were transported to the Monroe County Jail.


Understanding Devine, age 18, is charged with Criminal Possession of a Weapon in the 2nd Degree, Menacing in the 2nd Degree, and Criminal Possession of Stolen Property in the 4th Degree.


Jeremiah Villegas, age 18, is charged with Criminal Possession of a Weapon in the 3rd Degree.


16-year old male is charged with Criminal Possession of a Weapon in the 3rd Degree.


17-year old female is charged with Criminal Possession of a Weapon in the 3rd Degree.
