East Avenue Shooting Arrest

On August 27, 2025, around 8pm, Officers responded to the area of 1 East Avenue for the report of shots fired. Upon arrival, Officers located evidence of a shooting. A short time later, two gunshot victims were located in a stolen Nissan Rogue several blocks away. The 17 and 19-year-old victims were transported to Strong Hospital with non-life threatening injuries.


Detectives from the Criminal Investigation Section’s Non-Fatal Shooting team worked to determine the circumstances and suspect of the shooting. Preliminarily, the investigation found that the victims were in the stolen Nissan and had pulled up to another group that was sitting on a bench. The suspect, from within the group on the bench, pulled out a handgun and fired several rounds at the victims before everyone fled.


The suspect was identified as 22-year old Karnell Labord, a City of Rochester resident. On Saturday, August 30, the Rochester Police Department’s SWAT team executed a search warrant on Boardman Street and safely took Labord into custody. He was transported to the Monroe County Jail and remains there. Karnell Labord, age 22, is charged with two counts of Assault in the 2nd Degree and two counts of Criminal Possession of a Weapon in the 2nd Degree, and Criminal Possession of a Weapon in the 3rd Degree. That later charge is based upon Labord possessing a firearm after having been convicted of a crime. Labord is currently on probation due to being convicted in 2024 for Attempted Criminal Possession of a Weapon in the 2nd Degree.


The incident remains under investigation and additional charges are possible.
