Attempted Murder Arrest

Rochester, NY - On November 6, 2025, around 11:45am, Officers responded to the 200 block of Rugby Avenue for a ShotSpotter activation indicating multiple rounds fired. On-scene, Officers located evidence of multiple shots fired with no known victim. A short time later, a 30-year old male approached a nearby ambulance seeking medical assistance for a gunshot wound to the lower body. He was transported to Strong Hospital for treatment of non- life threatening injuries. The preliminary investigation found that the victim was walking in area when the suspect pulled up in a vehicle, exited the vehicle and shot him, before fleeing in the vehicle.
Detectives from the Criminal Investigation Section’s Non-Fatal Shooting Unit worked on this case over the last several months. The investigation identified 19-year old Kemaurie Welch as the suspected shooter. Yesterday, the Rochester Police Department’s Tactical Unit located Welch at a residence on Lux Street and safely took him into custody. He was transported to the Monroe County Jail, arraigned this morning in Rochester City Court and assigned $250,000 cash bail.
Kemaurie Welch, age 19, is charged with Attempted Murder in the 2nd Degree, Assault in the 2nd Degree, and Criminal Possession of a Weapon in the 2nd Degree.
