Murder Arrest

Rochester, NY - On August 16, 2026 the body of 22-year-old Munga Elocho was found in a wooded area off the Genesee River Trail near Vincent St. He had been shot multiple times, at a different location, and his body was dumped where it was found.

As a result of the investigation conducted by Major Crimes Homicide Detectives, we discovered that at about 12:30 am on the evening of August 16, 2026, Elocho was at 610 N. Plymouth Ave. and became involved in a verbal altercation with the suspect, 43-year-old Milton Simmons. The altercation escalated, resulting in Elocho being shot multiple times and dying at the scene. After Simmons shot and killed Elocho, he utilized a garbage tote to move the body to the spot on the Genesee River Trail where it was found. Additionally he attempted to light the garbage tote and additional evidence on fire.

Simmons did not live at the Smith St. address, but detectives believe he was using the location to sell cocaine.

On the morning of September 8, 2026 the Rochester Police Departments Tactical Unit and SWAT team took Simmons into custody during a traffic stop. At the time of the arrest, Simmons was in possession of a loaded .40 caliber handgun equipped with an illegal switch and a high capacity (30) round magazine. He also possessed a quantity of cocaine packaged for street sale.

In regards to the murder of Elocho, Simmons has been charged with Murder in the 2nd Degree, Tampering with Physical Evidence, Concealment of a Human Corpse and two counts of Criminal Possession of a Weapon in the 2nd Degree. Additional charges may be presented to a Grand Jury pertaining to today’s possession of cocaine with the intent to sell as well as the handgun, the high capacity magazine and the illegal switch.

Milton Simmons is currently on Probation. He is not allowed to possess a handgun in New York State as a result of his three prior felony convictions and his four prior misdemeanor convictions.

Simmons will be arraigned on September 9, 2026, at 9:30am in Rochester City Court.
