Person in Crisis Team to Hold Community Engagement Session

The City of Rochester is inviting members of the public to participate in a Person in Crisis Team (PIC) Community Engagement Session from 6 to 7:30 p.m. on Wednesday, Oct. 21, in the Stardust Ballroom, 41 Backus St.
The session will provide residents, crisis service advocates, human-service organizations, and other stakeholders with an opportunity to share thoughts about the first five years of PIC Team services and learn about plans to add peer navigators to the team under the Daniel’s Law Pilot Project.
Launched in 2021, the City’s PIC Team provides a non-law enforcement alternative response to emergency calls for service that involve mental health, substance abuse, or behavioral distress.
The PIC Team, which responded to about 8,000 calls in 2025, was awarded in February a $2 million New York State Office of Mental Health grant to implement the urban component of the Daniel’s Law Pilot Project, which will include peer navigators, or community members with lived experience with crisis, in response protocols. The City is currently preparing to hire the peer navigators.
