Murder Notify & Arrest

Rochester, NY. - On February 17, 2026, at around 11:00am, a 911 call came in for 125 St. Paul St., Apt. #B- 529 for the report of an unresponsive male inside the apartment. When first responders arrived on scene, they found 33-year-old Timothy Green deceased on the floor of the apartment. Green was naked and had various bruises across his body, including his wrists and ankles, and he appeared to be malnourished and emaciated. Because of the manner in which Green was found, Major Crimes Homicide Detectives were called to the scene.

The victim’s mother, 58-year-old Andrea Livers, and her boyfriend, 42-year-old Lancysa Harris were in the apartment and were the individuals that called 911. The information they provided to first responders was minimal and nonsensical. Neither was very cooperative and ultimately both refused to speak further to Detectives.

A search warrant was executed on the apartment. Among the items observed was a set of handcuffs, barbells/weights, and an unusual amount of cleaning supplies. What was not recovered was any clothing, bedding or belongings of the victim, although he lived in the apartment.

Despite the bruising and obvious malnourishment, the cause and manner of death for Timothy was not immediately clear or obvious during an autopsy by the Monroe County Medical Examiner’s Office. As the results from the autopsy were pending, homicide detectives continued their investigation.

The victim, Timothy Green, was born in Tuscaloosa, Alabama and lived there with his father and stepmother until approximately 2023. His biological mother, Andrea Livers lost custody of Timothy due to abuse related issues. Timothy had been diagnosed with developmental disabilities. Although he was physically able to take care of himself, his disabilities led him to need assistance on more complex life tasks. When Timothy’s father passed away, he decided he wanted to move to Rochester to re-connect with his biological mother, Andrea Livers.

Around June 2024, Livers boyfriend Lancysa Harris became the designated payee for Timothy’s social security and the SNAP benefits that he was receiving because of his disabilities. Around this time, Timothy stopped appearing for any of his various medical or other appointments.

During the investigation, Detectives reviewed surveillance video for the approximately 45 days prior to Timothy’s death, as far back as the system saved. During this 45-day period, Timothy was never seen entering or exiting the apartment. Only Livers and Harris were seen.

Further investigation revealed the SNAP benefits intended for Timothy to eat were used by Livers and Harris for their own benefit and not to feed him.

In July of 2026 we received the official ruling from the Monroe County Medical Examiner’s Office. The manner of death was ruled a homicide, cause being severe dehydration and failure to thrive in a setting of probable restraint. Shortly after receiving the final ruling from the Medical Examiner, Detectives uncovered evidence on a cell phone confirming the medical examiners findings pertaining to the restraints used upon Timothy.

On Tuesday September 15, 2026 Andrea Livers and Lancysa Harris were taken into custody inside of their apartment, separate from Timothy’s, at 125 St. Paul St. on a sealed indictment warrant. On September 16th, the warrant was unsealed and both were charged with Murder in the 2nd Degree, Kidnapping in the 1st Degree and Endangering the Welfare of an Incompetent or Physically Disabled Person. That person being Andrea’s son, 33-year-old Timothy Green.

The complaint states the abuse and ultimate death of Timothy occurred on or about and between January 19, 2026 and February 17, 2026.

The evidence we gathered indicates that Timothy was physically restrained, to include with handcuffs and home gym weights. In addition to the physical and mental abuse there was malnourishment.

The investigation into the disbursement of Social Security and SNAP benefits is ongoing and being conducted by our Federal partners at the United States Attorneys Office.

The next court date for the defendants is on 9/23/26 at 9:30 am.
