Murder & Arrest: 7 Indiana Street

On August 10, 2025, a missing person’s report was filed with the Rochester Police Department for 28-year-old Luis Leon. Leon resided at 7 Indiana St. and was last seen during the afternoon of August 9th.


On August 11th, during the preliminary missing person investigation, information was developed indicating extenuating circumstances surrounding Leon’s disappearance. At that time, the Major Crimes Homicide Unit became involved in the investigation.


A person of interest was developed, and detectives focused on a house in Livingston County. With the assistance of the NYS Police and the Livingston County Sheriff’s Department, RPD’s SWAT and Tactical Unit executed a search warrant at a residence in the early evening hours of August 11th.


As the investigation progressed, additional information indicated that the person of

interest was in Cattaraugus County. Detectives worked in conjunction with Cattaraugus

County Sheriff’s Department, the New York State Police, and the Seneca Nation of

Indians Allegany Marshals. During the evening hours of August 11th, 48-year-old Ruben


Anthony Ortiz was located on Broad St. in Salamanca, NY, and taken into custody

without incident. (Ortiz is a Livingston County resident) Also during the evening hours of August 11th, RPD Major Crimes detectives found the body of Luis Leon concealed off a secluded portion of Route 17 in Cattaraugus County.


Ortiz suffered blunt force trauma and appeared to have been deceased for several days.

Detectives were able to determine Ortiz was killed at 7 Indiana St., and his body was

relocated to where it was ultimately recovered on Route 17.
