City Seeks Highly Skilled Construction Management and Inspection Team
The City of Rochester has released a Request for Proposals seeking qualified Construction Management and Inspection firms to play a key role in the major modernization of the Joseph A. Floreano Rochester Riverside Convention Center, the region’s premier venue for conventions, trade shows, and community events.
The project is funded by New York State and administered by Empire State Development. The overall project budget of $59.6 million includes design, engineering, construction, construction management, furniture, fixtures and equipment, and contingency.
The City’s Bureau of Architecture and Engineering is seeking an experienced multidisciplinary firm with expertise in construction management, construction inspection, cost estimating, scheduling, phased construction, quality assurance and quality control, and project closeout. The selected firm will provide services from design and preconstruction through bidding, construction, and final closeout.
The modernization will build upon the ROC the Riverway RRCC Main Street Addition Project, which is expected to be completed in late 2026. The larger project will upgrade nearly every part of the Convention Center, including the Empire Exhibit Hall, Lilac Ballroom, meeting rooms, and public spaces. Improvements include updated finishes, lighting, acoustics, accessibility features and audiovisual capabilities, as well as major HVAC, electrical, plumbing, and building code upgrades. Kitchen and food-service areas also will receive new equipment and infrastructure, and connecting skyways will be redesigned to improve access to nearby hotels, parking, and restaurants.
Firms with experience managing large-scale renovations of active facilities, including complex construction phasing, logistics, accessibility, code compliance, and coordination among multiple contractors and stakeholders, are encouraged to submit proposals.
Proposals are due by 12 p.m. Wednesday, Nov. 4, 2026. Details on the pre-proposal meeting, site visit, and full RFP are available at www.cityofrochester.gov/bidandrfp.
