The Rochester Genesee Regional Transportation Authority (RGRTA) has established a Disadvantaged Business Enterprise Program (DBE Program) in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.  As part of this DBE Program, the Authority announces its proposed FFY’s 2026-2028 goal of 7.07% for DBE participation in Federal Transit Administration-funded projects.

The DBE goal setting report is available for review for 30 days, beginning June 23, 2025, at https://www.myrts.com/Do-Business-With-Us/Procurement. A hard copy is available for public inspection during regular business hours, 8:00 a.m. – 4:30 p.m. Monday – Friday at RGRTA’s main office 1372 East Main Street, Rochester, New York.  Interested persons may contact Justin Feasel, DBE Liaison Officer by phone at (585) 654-0623 or via e-mail at jfeasel@myrts.com with any questions or issues accessing the file.

The RGRTA and US DOT will accept written comments on the goal and the methodology for 45 days beginning June 23, 2025.  Written comments may be submitted to RGRTA’s DBE Liaison at the contact information above or the U.S. Dept. of Transportation, Federal Transit Administration at One Bowling Green, Room 429, New York, New York 10004.

RGRTA encourages the participation of all stakeholders, including DBE and non-DBE firms, in this important process.
