Bay Street Hit and Run Arrest

Rochester, NY - On February 6, 2026, at around 8pm, Officers responded to the area of Bay Street and McKinster Street for the report of a pedestrian struck by a vehicle. Officers located 63-year old Frederick Edwards suffering from significant trauma from having been struck by a car. He was transported to Strong Hospital, where he sadly passed away from his injuries.
The preliminary investigation found that Edwards had just left a store and was crossing Bay Street, northbound, when he was struck by a silver sedan that was travelling westbound. The sedan continued westbound on Bay Street, fleeing the scene.
Detectives from the Criminal Investigation Section identified the vehicle as an older model Toyota Corolla and learned that it had recently been scrapped at a local recycler. Additionally, Detectives learned that 62-year old Frank Roman was allegedly operating the vehicle at the time of the crash.
On March 3, Roman was taken into custody at the Public Safety Building and transported to the Monroe County Jail. He was charged with Leaving the Scene of an Accident Causing Death and Aggravated Unlicensed Operator in the 3rd Degree.
Yesterday, a Monroe County Grand Jury indicted Roman. He remains in the Monroe County Jail. The victim is identified as 63-year old Frederick Edwards, a City of Rochester resident.
