Invitation to Bid: 107-111 Main Street Renovation

The City of Cortland is accepting bids for the renovation of 107-111 Main Street, (Keator Block) Cortland, NY 13045 on behalf of a private developer. The project is funded, in part, through a New York Main Street Anchor grant. Federal and/or NYS prevailing wage rates do NOT apply.


107-111 Main Street, which is currently vacant, is located on the highly trafficked corner of Main Street and Port Watson Street. The project will include the full renovation of three upper floors to house six residential apartments and a first-floor commercial use. Additionally, the project will address structural repairs.


Sealed proposals shall be mailed or hand delivered to Thoma Development Consultants, the City’s grant administrator, by Friday, October 20th at 12:00 P.M. local time at 34 Tompkins Street, Cortland, NY 13045. Bids transmitted electronically or via facsimile will not be accepted. Bids shall be enclosed in an envelope bearing on its face the name and address of the bidder and be clearly marked “107-111 Main Street Bid.”


Pre-Bid Meeting: A non-mandatory Pre-Bid conference shall be held at 107 Main Street, Cortland, NY, at 10:00 A.M., local time, on Tuesday, October 3rd, 2023 for the purpose of considering bidders’ questions and providing bidders an opportunity to tour and inspect the subject property.


Bidders that are unable to attend the pre-bid meeting and wish to tour the subject property should contact the property owner, Steven Wineburg at 607-423-3323 to arrange a date and time. Tours will not be provided prior to the pre-bid meeting.

Bid documents will be procured on Syracuse Blue Print Online Planroom under “Keator Block” (online) at syracuseblueprintplanroom.com

The Property Owner hereby reserves the right to waive any informalities and reject any or all bids or to accept the one that in its judgment will be in the best interest of the project.


A Bid Bond or Certified Check made payable to the Owner in the amount of five percent (5%) of the Bid, must be provided by each Bidder with his/her Bid as a guarantee that in the case the contract is awarded to him/her, they will then ten days thereafter, to execute such contract and furnish a satisfactory Performance and Payment Bond, and the Bidder shall not withdraw their Bid for a period of forty-five days after the above date of Bid opening, and to guarantee the performance of all other obligations of the Bidders as set forth instructions to Bidders.


This project has established Minority and Women Owned Business Enterprises and M/WBE goals and M/WBE firms are strongly encouraged to submit proposals. The project has a WBE goal of $75,000 and an MBE goal of $75,000. Bidders should identify M/WBE subcontractors and/or suppliers and the estimated value of materials or services to be provided.
