Members of the so-called "Wolf Pack" Gang Proclaiming Innocence By Dave McCleary Fri, Jun 5, 2009 On Monday, April 27, 2009 Rochester Police Department (RPD) arrested a group
of residents of the Beechwood neighborhood on Rochesters east side. According
to local media accounts of the incident, 21 people were arrested but a total of
24 individuals are being charged with belonging to an organized crime group
called the Chain Gang, also known as the Wolf Pack. An April 29, 2009 article
in the Democrat and Chronicle written by Claudia Vargas reads, Bret Puscheck,
chief of the Rochester Division for the Western New York U.S. Attorneys
Office, said Tuesday that the primary function of gang members was to profit from
the sale of crack cocaine and though they were not high-level drug dealers, they
were a violent and dangerous group. They protected their turf through violence
and intimidation, Puscheck said. The individuals arrested are
also being charged with the June 16, 2007 shooting death of Carmella Rogers, 15,
on 63 Rohr St. and at least four attempted murders that have not been identified.
Reports say they were involved in at least 353 incidents since Jan. 1, 2006. They
are being prosecuted under the Racketeer Influenced and Corrupt Organizations
Act, a federal statue also called the RICO act. RICO was intended to eradicate
organized crime by attacking the sources of its revenue, such as syndicated gambling
or bookmakers. The statute imposes both criminal imprisonment from 20 years to
life, depending on the racketeering activity involved and civil liability including
damages, costs and attorneys fees for persons who engage in certain prohibited
acts. According to Jeffrey Rodefer, a former Assistant Attorney General for the
State of Nevada, the statute provides new weapons of unprecedented scope
for an assault upon organized crime and its economic roots. But individuals
arrested and their supporters are saying there is no such organization called
the Chain Gang or the Wolf Pack. In a community meeting Thursday at 345 Parsells
Avenue members of Activists Against Racism Movement (AARM) insist that there was
no basis or foundation to support racketeering charges filed against those arrested.
The use of the RICO statute in these arrests is absolutely unfounded and
unconstitutional, the group said in a statement. AARM, whose mission
is to expose, confront, and actively oppose racism and increase awareness, knowledge,
and participation in anti-racism work, says local media coverage of the so-called
Chain Gang or Wolf Pack has been biased. The
only crime we are guilty of is love and caring for each other, explained
Janice Snipes. These are people who came to my house, who I cooked for and
took care of. We do not belong to any gang. Snipes was arrested and released
on April 27 as well. She is on a mission to clear her name and that of her friends. Snipes,
who has worked as a cook for the University of Rochester for the past five years,
admits that she had had some run-ins with the law but says she refuses
to go to jail for crimes she did not commit. We were not an organization,
we did not organize anything. We are friends who have known each other for years.
If anyone committed a crime, they committed it on their own, she explains.
Snipes mother, Gwendolyn, says the name Wolf Pack was a pet-name
she gave to a group of neighborhood kids she used to cook for. She notes that
back around 2003 when she lived in the Grand Avenue neighborhood she noticed some
young people who were hanging out all the time. When I would get home from
work, I would sometimes sit and talk to the young people, asking them if theyd
gone to school or not that day, she reminisces. One day my son
James said to me, Momma, I think that some of those kids are hungry. If
I go to Wegmans and get some food, would you cook for them? A while later,
while I was cooking, James kiddingly said, Momma, those kids are hanging
around like a pack of wolves, waiting to eat. When I finished cooking, I
said to him, call in the wolf pack. That marked the beginning of our
relationship with the neighborhood youth. From that day on, the youth began to
hang around quite a bit, and we fondly called them the wolf pack. Later
that year, Gwendolyns son James and five other neighborhood youth were killed
in a car accident. To memorialize my son, we had t-shirts made that had
the date of his birth and death on the front and the words wolf pack
on the back, she said. Gwendolyn, whose other son, Lincoln Williams,
was murdered in 2006 says over the years she became fond of the youth. They
would come around on Thanksgiving, New Years, and Easter and on James
birthday, January 8th. We had become like a family in many ways. When
we memorialized Lincoln, we had more t-shirts printed up and we still used the
words wolf pack on those shirts too. Janice Snipes says
she is willing to accept responsibility for anything she has done in her past
but I am not guilty of murdering anyone or being involved with anyones
murder. She continues by explaining, when they [law enforcement
personnel] told me about the murder I almost fell off my chair. I could not believe
it. AARM representative say they are working to not only help the
individuals currently being charged but to prevent law enforcement personnel from
using the same tactics on others in the community. There are many inconsistencies
and questionable allegations made by law enforcement personnel in the handling
of this case, AARM explains. According to unconfirmed reports, all 24 individuals
charged have been given court appointed attorneys. If these individuals
are a part of an organized crime group how come they dont even have money
to get a lawyer? asked AARM member, Howard Eagle. There
are two sides to every story, Eagle noted.

A few years ago Rev: Joy Powell was arrested and sented to State Prison on FALSE CHARGES and "NO ONE" tryed to help this young black women.
Its time that we put our own personal interests aside and do the real work of a community and a society. Enough is enough and its time to take a stand against this RACIST INJUSTICE SYSTEM. There are too many African Americans going to prison in the United States of America.
JUSTICE NEEDS TO BE SERVED EQUALLY AROUND THE COUNTRY!!!
With the Injustice that is taking place here in Rochester, New York, its time that the people are taking a stand against these issues. It hurts to see and know that there are so many men and women in the criminal justice system, because we never had time before to take an interest in these matters.
Let's not wait until it knocks on our door to get involved and speak out about the Injustice of our Criminal Injustice System or the Discrimination that our Younger Population is dealing with, because it will be KNOCKING ON YOUR DOOR and You'll be PRAYING that someone will UNDERSTAND what your going through and reach out their hand.
There are to many young women and men who have been fighting the Criminal Justice System, BY THEMSELVES: So I say to all those involved; Be for real and let's fight "INJUSTICE EVERYWHERE WE SEE IT"

Whoa….Let’s not attempt to build something up here and end up with pie on our collective faces. I am also very tired of the fascist actions of the so called “Protect and Serve” uniforms and have witnessed their sad idea of “Policing” in my neighborhood on a first hand basis. Maybe RPD should change their motto from “Protect and Serve” to “Intimidate and Handcuff”. I have also been witness to and the victim of actions that we so called “brothers” do also. And not only to one another but to our beloved sister’s as well. It’s a shame before God Almighty that everyone seems to do the finger pointing at one another. We all need improvements on every side.
We as a people and as individuals need to become more responsible for our own actions. Rochester Police Department also needs this same level of improvement. I’d like to see, one day in my lifetime when a police officer can walk a beat in my neighborhood and be totally welcomed. I’s like to see a day when we as a people can look upon RPD in a similar fashion as we would the ambulance technician or the fireman. As a part of the community that is there to help, protect and serve in the capacity that was originally designed. I’d like to see black men taking their stand in the community as men, not boys. As responsible leaders, elders, family protectors, bread winners and men of wisdom.
In every major metropolitan area I see the same thing. Saggin’, no jobs, no education, no effort. Yes, there are some systematic obstacles. There are not as many obstacles as my fathers, nowhere near as many obstacles as my grandfathers and not nearly as much obstacles as my great grandfather. With that, the responsibility falls upon us. We must start in the home with our own children. Prepare them for our tomorrows, today. Maybe then we can get the peaceful, welcoming neighborhoods we deserve. Maybe then the Police can move on to being police rather than the oppressors we see and know on a daily basis.
I’ve got an idea. Let’s go back to God on this. We can call on him when we are in need, we can call on him when we are hurt or in pain. We can call on him when we are in trouble. It seems that all of these issues apply right now. We are hurt, we are in need, we are in pain and we are in trouble. I’m sure he’s never too busy and I’m also sure he answer too.

I am sick of our youth being targeted because of there color or because they like to hang out together. All youths are not up to no good. Give them the benefit of the doubt. What else are they suppose to do when you have cut so many programs for the youth to be involved in. This city, state and country is headed backwards in the way they see and do things. They're not thinking of ways to help our community except to how to best lock you away, so that they don't have to deal with you. And you wonder why no one wants to be involved with dealing with so called authorities. To me they don't care, but they put on a mask to hide the fact that they feel the youth no matter what background you have or how well you do in school are a menace to society and the youth are not blind to what they are trying to do to them. There is a serious lack of respect and communication on both sides of this story. Speaking as an African-American man I can clearly see how we as a people have been caught-up in the “Just-us” system of law and government for the past 445 years. Oppression seems to be a daily and iatrical part of the life of an African-American man.
White fathers are not required to teach their son’s how to respond to RPD when confronted by a police officer when driving while black. Or teach my daughter how to respond to an officer while walking to the neighborhood store. Clearly, these are experiences I understand and have endured. The vast differences and similarities in the distinctly two different cultures were never bridged and as it seems, may never be bridged.
We all have used nicknames as terms of endearment. I’ve got cousins with nick names, like “Mouse” “Pork Chop” and “Munchkin” and “Hulk”. I clearly understand by the use of these terms of endearment this does not constitute we are a gang. As a matter of fact “Mouse” is married with three wonderful children and is a high ranking local executive married to a high ranking local executive. “Pork Chop” works for the largest local employer and has done so for more than 25 years and the “Hulk” is a lawyer.
Due to these serious misunderstandings, RPD and the FBI have orchestrated this mass arrest and have lined their employment records with what seems to be a significant bust. But….there is another side to this as well.
I have lived 47 years on this earth and have had a run in with RPD in my youth. The officer, like so many others arrested me on an obstruction charge, two blocks from my home while riding my bike. He was clearly in the wrong. I did not commit any crime except riding in Cornhill, where I lived while gentrification was going on.
Many of our brothers and sisters do commit major crimes, just like anyone else, white, black, brown or yellow. It seems we get apprehended doing so more than anyone else. All I’m saying that on the other side of the story, if we were not in the midst of any of this and why such a persecution? When caught speeding, I was doing just that. I was doing 76 in a 55. That called speeding. When I got a parking ticket, I deserved it. The sign clearly said “No Parking”. Because I failed to read it and did not know about the no parking zone does not excuse me. This same rule applies to everyone. It applies whether we have an affectionate name called “Wolf Pack” or “Chain Gang or Pojo and NukNuk. As for all that are complaining about this issue. I wonder how closely you would complain or how you would feel when you live in very close proximity to those that need to arrest for selling crack or promoting prostitution and straight intimidation of your neighborhood. I have been falsely charged by 2 people who run an organization to help people stay out of jail. Sue Porter the Coordinator and Yolanda Asssamoah-Wade Ex-chairperson of the Judicial Process Commission. Ms. Assamoah-Wade is also an attorney in family court. The majority of the charges filed were NOT even criminal offenses, yet I was arrested. The Public Defender, Dick Gross was part of their conspiracy. If I did not have enough money to go OUTSIDE of Rochester, new York and get an attorney I would be locked up right now for that B/S they accussed me of. The second set of charges filed by Sue Porter, was denied twice by judge Maia Dixon and yet the DA had me arrested anyway. This B/S started in January 2008. Ms. Porters charges have all been dismissed. Ms. Assamoah-Wade's case is this week June 10th at 2PM. I have been asking for news coverage to show the corruption in the Hall of INJUSTICE for a while. Now folks are starting to see the truth. I have a stack of evidence to back up ALL my allegations. The two plantiffs refused to show up for the trial, the lawyer left the country and Sue Porter was hiding out in her office. PLEASE use my story!!! racism, especially the kind that exists in this U.S.of A. is a cancerous, spiritual disease afflicting us all. only a power born of God can provide the healing remedy for from this evil sickness, this insidious poison. This is our country's greatest challenge! We must not lose hope however. We must recognize our oneness and know that the destiny of the world that our children will inherent can be a much better one through our commitment to rising above the stupidity of ignorance through our nobility as children of one God and members of one human race.

It seems, the RPD has been on a witch hunt against AA youth for a long time. Needless to go to the Professional Standards Review Board because why would a fellow officer turn in a colleague? Been there! The police Chief Moore, is intimidated by Rochester's Mayor, former chief of police, and the DA Green holds the puppet strings. Joyce Powell is not innocent..and NEVER EVER has been. I used to live in Rochester, I personally know her for the lying, murderous , blasphemous miscreant ever known to mankind. The drugs found in her car along with the guns (of which coincidentally were involved in the John Rutledge murder) she facilitated, orchestrated and totally was aware of it's presence! SHE WAS AND STILL IS >>>>>GUILTY! Although, I am not her judge: I'm finally coming forward with the information I have held in for years regarding her devious crimes.
